Rules and Guidelines for Paper Preparation

  1. University students in normal pursuit of an M.S. or Ph.D. degree are eligible to enter a paper in the competition. The student must be enrolled in a U.S. college or university as of September 18, 2009.
  2. The paper must be the unaided work of only one graduate student. The usual guidance provided to a graduate student by a research advisor and/or supervising professor is consistent with this rule, as is the co-authorship of the paper by the advisor or professor. In case of co-authorship, a letter from each advisor stating his/her level of contribution explicitly must accompany the paper upon submission.  This letter should be appended as the last page of the PDF file of the paper.
  3. The topic of the paper must be related to the field of one of URSI's 10 Commissions.
  4. Students must indicate to which URSI Commission or Commissions (maximum of two) the topic of their paper is most relevant.
  5. A paper which is submitted to a journal before September 18, 2009, is ineligible. However, a student is encouraged to submit his/her paper to a journal after this date.
  6. The paper must be in English and in the single-column manuscript format, as specified for the journal Radio Science and available on-line at http://www.agu.org/pubs/au_contrib_rev.html.  The length of the paper must not exceed 25 double-spaced pages, including figures.  The text and caption font must be 12-point Times Roman.  In using the Radio Science manuscript format, line numbers are not required, nor is it essential to start each Section on a new page.
  7. Papers (PDF document submitted by e-mail) must be received by September 18, 2009, at the end of the day, 11:59 pm PDT.
  8. Selection of the finalists will be made by the USNC/URSI Panel of Judges from all 10 Commissions.Judgment will be based upon originality, quality and composition of the papers. Entrants will be notified of whether or not they are finalists by December 11, 2009.
  9. Three finalists will be selected to present their papers at the beginning of the Plenary Session at the 2009 National Radio Science Meeting. In addition to the quality, originality and merit of the research presented, final awards will be judged on the clarity of presentation and accessibility for understanding by the broad audience of URSI’s 10 Commissions.  The final awards (First, Second and Third prizes) will be announced at the conclusion of the Plenary Session.
  10. IMPORTANT: Submission to the Student Paper Prize Competition does NOT constitute a submission to the regular program. If a student wishes a paper to be included in the regular program, the submission procedure and format outlined for abstract submission must be followed, or the paper will NOT be considered for the regular program. Due to the late date of finalist selection, finalists with papers listed in the regular sessions will be asked to present their papers in both the regular session and the Plenary Session.
  11. Each Student may submit only ONE paper to the Student Paper Prize Competition.

Questions regarding the competition should be addressed to Prof. Danilo Erricolo, University of Illinois at Chicago, at erricolo@ece.uic.edu.
